Lakeland Mayor Fields Differs on Scope of LPD Advisory Panel

And most city commissioners agreed, but not the panel's creator.

Mayor Gow Fields, who personally organized the advisory panel, handpicking its members, told The Ledger this week that any examination of the two administrators would fall outside of the panel's scope.

"They won't investigate what they (Thomas and Womack) knew and failed to do," Fields said. "If the City Commission wants Doug and Lisa investigated, then that's their role."

City Commissioner Phillip Walker echoed Fields' comments.

"We're the ones who are in charge of Doug," Walker said.

But Commissioners Howard Wiggs, Keith Merritt, Don Selvage and Edie Yates said the panel should be allowed to question and investigate Thomas and Womack if the inquiry takes them in that direction.

They should face tough questions, Selvage said, such as how the widespread sexual misconduct that led to the panel's task could have lasted so long without their knowledge.

"I'm sure they (Thomas and Womack) are asking themselves that," Selvage said.

Fields organized the panel this month, calling it a "vehicle for citizen involvement," in response to revelations of widespread sexual misconduct at LPD that, according to city officials, went on for more than a decade and involved other city departments.

Through a series of resignations, the panel has dropped from 15 to nine members. Fields asked it to consider what he described as a narrow set of questions:

"Does the city and Police Department have the appropriate processes in place to address current challenges? What can be done to improve the culture within the LPD? What can be done to improve citizen trust?"

Bruce Abels, the retired president of Saddle Creek Corp., whom the panel chose as co-chair last week, said Fields asked them to examine the city government as a whole, but it should train its eye initially on LPD. Womack and Thomas are "certainly not off limits."

"Anything we look at, we're going to look at what the chief did or didn't do, or the city manager did or didn't do," he said. But, Abels added, "I don't think we're in the position to give them a job evaluation."

Katrina Lunsford, a Fifth Third Bank vice president picked for the panel, said she expected Thomas and Womack to be included in the inquiry.

"Quite naturally, the scope would look at current leadership," Lunsford said. "You can't dismiss leadership from this experience."

Jim Sewell, a retired assistant commissioner of the Florida Department of Law Enforcement, said panel members still have work to do in getting their hands around the specifics of their job. Examining Thomas and Womack could be part of their work, he said, "but (what) we want to make sure is that it's not a witch hunt for anyone."

"We have to get some answers before we say, 'Yes we are' and 'No we're not.' There may be times we go back to the mayor and commission and (ask) ? is this in our charge?" he said. "It's fair to say, 'We need to look into this.'?"

Panel member Frank O'Reilly, former Lakeland mayor and School Board member, said he wants to take a broader approach to the task to avoid micromanaging City Hall or LPD.

"We don't need to get into the nitty-gritty," O'Reilly said.

He said it's already apparent Thomas needs to change his leadership style.

O'Reilly suggested Thomas and possibly Fields speak with officers on a quarterly basis to ensure they will come forward in the future if there are issues.

The former mayor said he and former City Manager Gene Strickland met with officers regularly.

"Gene had tremendous rapport with the officers," O'Reilly said. "That's what city managers do.

"Doug Thomas has to take the lead on this thing."

Panel member Paul Roberts said it's too early to tell what the committee will investigate at LPD.

The former Polk County Sheriff's deputy and Winter Haven police officer, who is now a Lakeland High School teacher, said he wants to look at how city officials responded to regulations and rules. And the advisory panel is there to provide a different perspective than LPD or city officials.

"Is there anything we can see that the city manager's office or LPD isn't seeing?" Roberts asked.

Panel members Rick Garcia, Myra Bryant, Tim Jackson and Mary Smith could not be reached.

LIMITED SCOPE?

The lone city commissioner opposed to the panel is Wiggs, who said he can't support its current format because of its limited scope. He said he plans to address other issues he has with the group at the commission's Monday agenda study meeting at 7:30 a.m. at City Hall.

Wiggs, who is running for mayor against Fields, said he has heard from too many residents who think city commissioners should be investigating and making necessary changes to LPD.

Tasking an advisory panel to examine the department suggests there's "disunity" in the way the city is handling the problem.

"Many people have said, 'Why is the city abdicating responsibility when ultimately it comes back to you anyway?'?" Wiggs said.

"This is something that affects the entire community, yet there is no unity because of the way it is structured."

Fields disagreed the city commission is ceding any of its duties to the panel. He likened the panel's role to that of the Lakeland Downtown Development Authority, which makes recommendations to the commission.

"Ultimately, the City Commission is responsible," he said.

Two other commissioners said they want some clarity.

Merritt said he wants it made clear the advisory panel is reporting to the City Commission ? not the city manager. He said he also expects the panel to investigate anyone at city hall if its members deem it necessary.

Yates agreed.

"Anything that comes to their attention, certainly the city will listen to them," she said.

Commissioner Justin Troller did not return a phone message.

RANGE OF ISSUES

Ledger interviews with panel members and city commissioners showed each has his or her own ideas about what should come out of the advisory group's work.

Selvage wants recommendations from the panel on how to make the Police Department and City Hall more transparent.

Whether it's a recommendation for a city ombudsman who assists with complaints about the city, or a change in leadership style, Selvage said commissioners will ultimately decide any changes that must be made.

"Some are saying we're avoiding hard decisions," he said.

"But it will have to be the city that solves this."

Abels said he has basic concerns over how the panel will carry out its legwork.

"This isn't like a congressional investigation where we have a large staff," he said. "We're just going to have to look at that.

"We're making this up as we go along. But unfortunately, none of us do this for a living."

Abels said he thinks part of their task is determining why the misconduct happened. The department might have policies, but it didn't stop problems from happening. "Why these people did what they did, (that's) very hard, and I don't know we'll ever have an answer."

There are some questions the panel will have to take up concerning LPD crime analyst Sue Eberle, the woman at the center of the sexual misconduct allegations, and whether, as Abels put it, she was "truly part of the problem."

"I am not ready to rush to judgment," Abels said. "But the number of people involved with her over what's apparently 12 to 13 years certainly gives one significant reasons to wonder."

At the panel's first meeting, Sewell, the former FDLE second-in-command, gave the most concrete outline of areas it could examine.

He suggested looking at how LPD "acculturates" its officers to stated values and how it makes those values "living and breathing." He suggested they look into training; report writing; and how quickly officers finish reports, as well as "what the field training officers do to support that."

At the panel's first meeting, he also mentioned looking into management and supervision "because you had supervisors involved in some of these issues. What were the gaps that occurred that allowed that to happen, and how do we fix them?"

Sewell said he also plans to suggest that the commission place all the documents it requests and reviews online for the public to review.

"It makes sense," he said. "Transparency is important."

Ackman's Pershing Square takes $2.2 billion stake in Air Products

BOSTON/NEW YORK (Reuters) - Hedge fund manager William Ackman unveiled his biggest bet ever on Wednesday, a $2.2 billion play on Air Products & Chemicals Inc that the billionaire trader kept secret for two months.

The activist investor's Pershing Square Capital Management now owns 9.8 percent of the industrial gas maker, making it the company's biggest shareholder. Pershing Square might have bought even more, but Air Products adopted a "poison pill" defense to prevent a takeover after some on Wall Street began wondering whether the company might be in Ackman's sights.

Speculation mounted earlier this month that Ackman, who tends to make only a few concentrated bets at a time, was laying the groundwork for something big when he set out to raise as much as $1 billion to invest in a company that he called strong but lagging its peers and declined to name.

Pershing Square began buying Air Products stock in early June and Ackman said in a filing that he believes the company to be "undervalued" and an "attractive investment."

In some ways, Air Products may look a little like Canadian Pacific Railway, which the hedge fund also described as a rock solid company that was woefully underperforming.

In the 21 months since Ackman took on Canada's second-largest railway with a $1.4 billion investment, he got seven new directors elected to the board, replaced the chief executive and scored one of his biggest investment successes, making some $2 billion in profit in less than two years.

"We like Air Products because of its defensive characteristics which are beneficial in times of slower economic growth," said James Sheehan, an analyst at SunTrust Robinson Humphrey. But he also said, "the company does lag on several metrics and this is where an activist investor could really improve things."

As word spread on Wall Street that Ackman was trimming his position in Canadian Pacific and readying another big bet, the fund still managed to keep the target's name secret until it had completed buying on Tuesday. It announced the news on Wednesday in a regulatory filing within the 10 calendar day window of owning 5 percent or more in publicly traded company.

To build the new bet quickly, Ackman relied on seven holding companies Pershing Square incorporated in Delaware according to the SEC filing. Most of the entities were incorporated in June.

Over the years, Ackman has used similar entities to accumulate shares in target companies, such as for the big stake he bought in Fortune Brands in 2010.

Air Products, whose rivals include Praxair Inc , France's Air Liquide SA and Germany's Linde AG , said in a statement that it has not been in touch with Ackman, but looks forward to engaging with Pershing Square to understand its views.

Apparently, the Air Products board realized that Ackman - or someone - was interested in the company, in light of heavy stock buying; it adopted a "poison pill" takeover defense.

"The board was paying attention," said Keith Gottfried, a partner at law firm Alston & Bird. "They acted quickly and thoughtfully to protect their shareholders and create a little bit of breathing room."

Traditionally, Ackman starts off with politely worded suggestions for change out of the media's glare, but if his past record sheds any light on the future, he can quickly become demanding. Three chief executives - at JC Penney, Canadian Pacific and Procter & Gamble - lost their jobs not long after the hedge fund manager appeared.

In order to assemble as much financial firepower as possible, Ackman asked his current investors, including pension funds in Massachusetts, New Jersey and Arkansas and Blackstone Group, to consider sending more money for the unnamed target.

He offered a fee cut in exchange for locking up investors' money for three years, suggesting he might need time for his new investment to play out, investors said.

Ackman calls himself a long-term, strategic investor who often sticks with a bet for as much as four years.

The fact that this bet did not leak underscores how skillful some hedge fund managers have become in placing bets and asking to delay the disclosure process by requesting "confidential treatment" from the SEC, under the argument that disclosure might interfere with a business strategy.

Pershing Square has made use of this argument, most recently when it revealing that it had 5.9 million shares of Mondelez International .

For Ackman, the Air Products disclosure comes at a critical time, as he rides a $1 billion short bet against Herbalife Ltd , which Reuters reported is costing the fund some $300 million in unrealized losses.

On Wednesday, as Air Products rising share price helped buoy returns, Ackman was also losing more money on Herbalife amid news that billionaire investor George Soros, a sometime tennis partner of Ackman's, had taken a large long position in the nutrition and supplements company. Billionaire Carl Icahn, a long-time rival, also holds a large long position in Herbalife, which Ackman says is a pyramid scheme. Ailing retailer JC Penney has also weighed on this year's returns, investors have said.

With Air Products shares closing at $108.64 Wednesday - up 2.9 percent on the day and up about 16 percent over the last month - Ackman might be able to show his investors gains for the month and boost his year-to-date performance. Other winners in the portfolio include Procter & Gamble , Canadian Pacific Railway and Howard Hughes Corp .

What Ackman may like about Air Products is that the company has few rivals, and its industrial gas business has lucrative, long-term contracts. However, in recent months it has been hit by high exposure to sluggish growth in Europe, and analysts say it should divest its non-core gas businesses.

Those non-core businesses account for roughly 20 percent of the company's sales, including a chemicals unit and one that caters to computer chip makers.

Embarrassed by Braun suspension, Brewers offer fans a rebate

The Milwaukee Brewers are offering a $10 voucher to every person who attends a game for the rest of the year. It's been a trying year for the Brewers and their fans, who are dealing with a disappointing record and the fallout from franchise star Ryan Braun's suspension for suspected PED use.

Things are about as bad as they can get for the Milwaukee Brewers. The bottom feeders of the MLB?s National League Central division were already headed for yet another missed postseason when their franchise star, Ryan Braun, was suspended without pay for the season for his connection to the Biogenesis scandal. Mr. Braun and several other players were linked to an anti-aging clinic in Miami that allegedly provided them with performance enhancing drugs.?

Braun?s fall from grace isn?t just a blow to the season; it?s a long-term problem for the Brewers brand. A (disputed) NL MVP in 2011, the left fielder was meant to be the face of the small market franchise, with a $51 million contract that runs through 2015. So the Brewers have decided that their fans have been through quite enough.

The team announced Monday that it would make amends for its losing, scandal-ridden season by giving every ticketholder who shows up to a home game for the remainder of the season a $10 voucher, to be used toward merchandise, food, or future tickets. Fans can also accumulate vouchers toward bigger purchases.

?This past week has been an admittedly difficult time for everyone who loves the Milwaukee Brewers,? team Chairman and Principal Owner Mark Attanasio wrote in a letter to fans Tuesday. ?We share your frustration and disappointment with the news of Ryan Braun?s suspension?. We want you to know that we take this matter very seriously.?

?We believe everyone at the Brewers is accountable to each of you every day, and it is a team effort to meet that responsibility,? he continued.

Based on the Brewers? average attendance this season (31,000-plus fans per game), both ESPN and Yahoo! have pointed out that the promotion will cost the Brewers about $3.6 million; when he was suspended, Braun was due a little over $3 million? for the remainder of the season. But the Brewers say that the giveaway was already in motion before the suspension was handed down, freeing up the salary money.?

"We were finalizing something like this to give back to our loyal fans just as news of Ryan's suspension hit,"?Brewers CEO Brian Schlesinger told ESPN?s Daren Rovell.

The Brewers aren?t new to asking for forgiveness through freebies. In 2005, they made the final game of the season free to all fans. Last fall, Braun and Brewers pitcher John Axford gave away 5,000 seats for the last game of the 2012 season. And the Braun mea culpa isn?t over: The team says that the $10 voucher giveaway is just the first in a series of promotions to keep the Milwaukee faithful in their seats for the remainder of the moribund 2013 season.

Thus far, they?ve done a pretty good job of it. Despite being among the worst teams in baseball and playing in the MLB?s fourth-smallest media market, the Brewers have been in the middle of the pack in terms of fan attendance (ranking 17th out of 30 teams). And they have some of the best prices in the league, with $1 tickets available for every game but opening day. Mr. Attanasio?s letter was met with an outpouring of goodwill from fans, who left comments like, ?Love the Brewers! Always have, always will! We are more than just Ryan Braun and we will persevere!!!? and, ?As always Mr. Attanasio handles things with class. He is right. It?s time to stop focusing on Ryan Braun and remember the other amazing players on this team who help make Braun look good.?

No telling yet if other MLB teams will follow the Brewers? lead. Punishments from the MLB should come down soon for several other high-profile players linked to Biogenesis, and in some cases, suspensions could have postseason implications. Ball clubs around the league could be issuing mea culpa promotions of their own in the near future.?

BJP launches overseas unit in Canada

Overseas Friends of Bharatiya Janata Party (OFBJP) has launched a Canada unit with chapters in four major cities -Toronto, Vancouver, Montreal and Ottawa - to connect with the Indian diaspora.

The Canada chapter of India's main opposition party was formally launched Monday by OFBJP global convener Vijay Jolly at a one day forum organized in Mississauga, Ontario, Canada under its "global community overreach programme".

OFBJP Canada shall focus on improving cultural and heritage links between the people of Canada and India, Jolly said.

OFBJP delegates from Vancouver, Montreal, Ottawa and Toronto attended the day long meeting at Hilton Garden Inn at Mississauga, according to a media release.

Jolly nominated the following as conveners of the four chapters: Azad K. Kaushik (Toronto), Shivendra Dwivedi (Montreal), Aditya Tawatia (Vancouver) and Shiv Bhaskar (Ottawa.)

Addressing the gathering, Jolly noted that people of Indian origin have played a significant role in development of Canada and for close Indo-Canadian friendship and understanding.

With a population of around 1.2 million in a total Canadian population of 33 million, people of Indian origin have made immense contributions in medicine, IT, commerce, sports, politics, media, social and cultural spheres.

A book titled "Social Harmony" by Narendra Modi, Gujarat Chief Minister and convenor of BJP's central election campaign committee was presented to the newly appointed OFBJP Canada convenors.

A&M Football Player Killed in New Mexico Accident

Texas A&M officials are confirming the death of redshirt freshman football player Polo Manukainiu.

According to A&M officials citing New Mexico State Police, five people were in an SUV Monday night travelling on US 550 north of the village of Cuba, which is northwest of Albuquerque. The vehicle went off the road shortly before 7:00 p.m. Mountain Time, overcorrected and rolled multiple times.

Manukainiu, a 19-year-old defensive lineman who was a passenger, was among the dead, along with his cousin, Utah freshman football player Gaius Vaenuku, and another cousin, Andrew Uhatafe. Manukainiu and Uhatafe were reportedly ejected in the crash. KSL-TV in Salt Lake City is reporting the family relationships of the three.

The vehicle's driver -- the only person believed by authorities to be wearing a seat belt -- and a fifth person in the vehicle were transported to a local hospital with what were described as minor injuries.

?We lost a terrific young man,? Texas A&M head football coach Kevin Sumlin said of Manukainiu in a statement Tuesday. ?Polo was loved by his teammates and coaches. Anyone who came in contact with him was struck by his sense of humor and smile. My heart aches for his mom and family members.?

Euless Trinity High School posted the following on their website:

"As we mourn the loss of three members of our Trinity family, we invite you to use this page as a place to share thoughts about Gaius Vaenuku (THS Class of 2013), Polo Manukainiu (THS Class of 2012), and Lolo Uhatafe (Euless Junior High student), along with support for Salesi Uhatafe (THS Class of 2013). Manukainiu sat out his first season as an Aggie but was expected to play in the coming season. He was a Euless Trinity High School graduate who helped lead the Trojans to an undefeated regular season as a senior.

According to his Aggie Athletics bio, he was rated a four-star prospect by ESPN and 247sports.com coming out of high school.

Manukainiu was a recreation, parks and tourism sciences major.

At 12:32 p.m. Monday, Polo sent his last message on Twitter noting he was about to travel.


This is the second Texas A&M football player to be killed in a car accident in the past two years. Joey Villavisencio, 22, died near Normangee on his way home in December 2011.

Kerry seeks 'reasonable compromises' in Middle East talks

WASHINGTON (Reuters) - U.S. Secretary of State John Kerry called on Monday for Israel and the Palestinians to make "reasonable compromises" for peace as he prepared to preside over their first direct negotiations in nearly three years.

"It is no secret this is a difficult process. If it were easy, it would have happened a long time ago," Kerry said with his newly named envoy for Israeli-Palestinian peace, former U.S. ambassador to Israel Martin Indyk, at his side.

"It is no secret, therefore, that many difficult choices lie ahead for the negotiators and for the leaders as we seek reasonable compromises on tough, complicated, emotional and symbolic issues," Kerry told reporters.

In a sign of the challenges, the parties differed in public about the agenda for the talks, with an Israeli official saying all issues would be discussed simultaneously and a Palestinian official saying they would start with borders and security.

The United States is seeking to broker an agreement on a "two-state solution" in which Israel would exist peacefully alongside a new Palestinian state created in the West Bank and the Gaza Strip, lands occupied by the Israelis since a 1967 war.

The major issues that need to be resolved to bring an end to more than six decades of conflict include borders, the future of Jewish settlements on the West Bank, the fate of Palestinian refugees and the status of Jerusalem.

The resumption of peace talks is an achievement for Kerry, who made six trips to the region in the past four months to get the two sides to the table. The talks, slated to last nine months, were set to begin over dinner at the State Department on Monday and continue on Tuesday, U.S. officials said.

In a statement, U.S. President Barack Obama urged both sides to negotiate in good faith.

"The most difficult work of these negotiations is ahead, and I am hopeful that both the Israelis and Palestinians will approach these talks in good faith and with sustained focus and determination," Obama said. "The United States stands ready to support them throughout these negotiations."

The talks will be conducted by senior aides to Israeli Prime Minister Benjamin Netanyahu - Israel's Justice Minister Tzipi Livni and Yitzhak Molcho - and to Palestinian President Mahmoud Abbas - represented by Saeb Erekat and Mohammed Ishtyeh.

'MISSION IMPOSSIBLE'

Even Indyk, who has previously served as the top U.S. diplomat for the Middle East and twice as U.S. ambassador to Israel, noted that when Kerry began his efforts this year almost no one thought he would succeed in reviving the negotiations.

"You took up the challenge when most people thought you were on a mission impossible," Indyk said.

Indyk is a veteran of U.S. efforts to resolve the Israeli- Palestinian conflict. He was a senior official in President Bill Clinton's administration, which oversaw a failed summit in 2000 after which violence erupted in Israel and the Palestinian territories.

The last direct negotiations collapsed in late 2010 over Israel's construction of Jewish settlements on occupied land it seized in a 1967 Middle East war.

Previous attempts to resolve the conflict have sought to tackle easier disputes first and defer the most emotional ones like the fate of Jerusalem and Palestinian refugees.

This time, "all of the issues that are at the core of a permanent accord will be negotiated simultaneously," Silvan Shalom, a member of Netanyahu's cabinet and rightist Likud party, told Israel's Army Radio.

The Palestinians, with international backing, want their future state to have borders approximating the boundaries of the West Bank, adjacent East Jerusalem and the Gaza Strip before Israel captured them in the 1967 Middle East war.

Yasser Abed Rabbo, a senior official in Palestinian President Mahmoud Abbas' umbrella Palestine Liberation Organization, said the U.S. letter of invitation to the talks had not specified which disputes were to be discussed.

But Abed Rabbo told Voice of Palestine radio the talks "will begin, in principle, on the issues of borders and security."

Netanyahu resisted Abbas' calls to accept the 1967 border formula before talks resumed. Shalom said that the Israeli position would help keep the talks comprehensive.

In what it dubbed a goodwill gesture required to restart diplomacy, the Israeli cabinet on Sunday approved the release of 104 long-serving Palestinian security prisoners in stages. Thousands more Palestinians remain in Israeli jails.

In picking Indyk, Kerry said he has chosen someone with deep experience in the region and the confidence of both sides.

Ghaith al-Omari, executive director of the Washington-based American Task Force on Palestine advocacy group, praised the selection. "Indyk is a good choice, both because he is serious and knowledgeable but also, I think, because of the personal dynamics he brings," al-Omari said.

"The deep personal knowledge that he has of both Abu Mazen (Abbas) and Netanyahu will be very important at times of crisis," al-Omari added. "So much depends on trust, and trust is easier to give when you have a known quantity in front of you."

WASHINGTON, July 28, 2013 ??Zoo keepers at the National Zoo do not know if the female giant panda, Mei Xiang is pregnant or not, but she seems to think that she is.

Zoo keepers say, ?She is nest building ?She is a little less active than normally the rest of the year, so we are hopeful.?

Mei Xiang was artificially inseminated twice in March 2013. If a pregnancy resulted from those efforts, a baby will be born in 40 to 55 days or around the middle of September 2013.

If Mei Xiang gives birth to a cub in the fall, a paternity test will be done to determine which of the two giant male panda donors the father is.?

The first procedure was done using semen from the National Zoo?s panda Tian Tian, for the second, a mixture of semen from Tian Tian and Sand Diego Zoo?s male Gao Gao.

Last year, Mei Xiang surprised panda-watchers by giving birth to a female cub. That cub died after six days from liver and lung malformations after her surprise birth.

The 2012 cub was a surprise because it had not been clear whether or not Mei Xiang was still fertile.

As unfortunate as the death of that cub was, it contributed to knowledge of newborn pandas that will help the next cub if and when it is born.

The zoo reported that Mei Xiang has had a secondary rise in urinary progesterone this weekend. But even the rise in hormone readings could indicate a false pregnancy.

The reason it is so hard to tell for sure is that giant panda fetuses do not begin development until the very last weeks of gestation. Therefore, zookeepers will not know anything definitive until September.

Regular ultrasounds are being performed to monitor any changes in the giant panda?s uterus even though it is too early to detect an actual fetus yet.

The ultrasounds are performed, without any drugs or sedation, as long as Mei Xiang allows them which are fairly often since she receives a constant stream of honey water as a reward during the process.

Giant panda cubs are usually born in August or September and are the size of a stick of butter. A cub has pink skin, a thin coat of white fur, a long tail, and no teeth. Its eyes are closed. By the end of the first month, the baby panda has all of its spots. Its eyes open around 4-6 weeks. A baby panda is almost 2 months old before it is the size of an average human newborn baby. A baby is almost 2 years old when it leaves its mother

A panda mother is 900 times bigger than her newborn cub, which weighs less than 5 oz. In comparison, an 8-pound human baby would have a mother that weighed 7,200 pounds.

This dramatic size discrepancy is part of the reason it is impossible to detect a fetus on an ultrasound until shortly before the actual birth.

Not wanting to take any chances with this possible pregnancy, the area of the David M. Rubenstein Family Giant Panda Habitat that is closest to Mei Xiang?s den is going to be closed off soon in order to provide extra peace during the end of this pregnancy or pseudo-pregnancy.

Mei Xiang has had five false pregnancies over the years, where she has acted pregnant but actually was not.

Visitors to the National Zoo will still be able to see Tian Tian out in his yard and in his den as usual and will see Mei Xiang out in her yard when she chooses to go out or on the panda cam at the National Zoo?s website.

The giant panda lives in the mountain regions of central China. Due to deforestation and development, the panda has been driven out of its natural habitat and has become a conservation dependent endangered species.

Although the dragon is China?s national symbol, just as many inside and outside of China, see the giant panda as a better representation for the country.

There is a Chinese legend explaining how the giant panda formed its distinctive black and white markings. The story says that the panda was once an all-white bear. When a small girl tried to save a panda cub from being attacked by a leopard, the leopard killed the girl instead. Pandas came to her funeral wearing armbands of black ashes. As they wiped their eyes, hugged each other, and covered the ears, they smudged the black ashes.

Mei Xiang and Tian Tian are on loan to the National Zoo in WashingtonD.C. until 2015, if an extension is not penned again, as one already was in 2011, when the loan ends the pandas will be returned to China.

As Ms. Lawrence chronicles, ?there is plenty of evidence, in the form of deals made and bills passed, that women know how to get things done? in the Senate ? by leveraging their caucus and through bipartisan, bicameral consensus-building. Now, after decades of hard-fought gains by pioneering women senators, traditional ?women?s issues? (such as health and education) are mainstream, making up roughly a third of the Senate docket. And women senators lead on key committees ? budget, intelligence, and defense.?

Lawrence writes that ?there are too few [women in the Senate], and their arrival on the scene has been too recent, to draw any conclusions? as to whether they are more effective than their male colleagues. But their personal connections and the bills they champion point to a needed cooperation missing in Congress.

Mandela, the patriarch

In a commentary in South Africa?s Mail & Guardian newspaper, Colleen Lowe Morna, founding chief executive of the country?s Commission on Gender Equality under Nelson Mandela, writes, ?If we are to learn from Mandela, we need to acknowledge that his gender legacy is chequered.??

Mr. Mandela?s journey from ?old-school patriarch to a modern husband in his third marriage? ? teaches about the evolution of gender equality as well as his humble commitment to personal growth. The same holds lessons for societal progress now ? and for Mandela?s feuding family, struggling with what Ms. Morna sees as the consequences of patriarchy.

Among them: Mandela named his eldest grandson heir to his tribal legacy, bypassing his oldest daughter. Morna questions ?whether this legacy would not have been safer in the hands of an older daughter than in those of an ill-prepared, younger grandson? who has fueled family controversy. But Morna is certain that as a good leader, Mandela ?would ask us to learn from his greatness and from his human failings.?

White House, GOP condemn congressman's immigration remark

WASHINGTON The White House on Wednesday condemned a Republican congressman's assertion that many immigrants brought illegally to the U.S. as kids are actually running drugs.

White House press secretary Jay Carney said the comments from Rep. Steve King, R-Iowa, "were extremely unfortunate, and I think a number of people have pointed out that they were offensive."

"They certainly don't help any efforts by Republicans to improve their standing among Hispanic Americans, I would assume," Carney told reporters aboard Air Force One as the president traveled to deliver an economic speech in Galesburg, Ill.

King told a conservative news website that "for every one who's a valedictorian, there's another 100 out there that weigh 130 pounds and they've got calves the size of cantaloupes because they're hauling 75 pounds of marijuana across the desert."

WH: Boehner's commitment to immigration reform "laughable"

Obama's senior adviser, Dan Pfeiffer, wrote on Twitter that every Republican should condemn King's remarks. A number of House Republicans, including Speaker John Boehner of Ohio and Majority Leader Eric Cantor of Virginia, have already done so, with Boehner calling King's comments "wrong."

"There can be honest disagreements about policy without using hateful language," Boehner said in an emailed statement. "Everyone needs to remember that."

Rep. Joe Garcia, D-Fla., had told King that such language is "offensive and it is beneath the dignity of this body and this country."

King has defended what he said, telling Breitbart, a conservative news outlet, on Wednesday that "what I said is objective, it's true and it cannot be logically challenged."

The burden of liver disease could be dramatically reduced by scaling up the combination of interventions for hepatitis C infection among people who inject drugs according to University of Bristol researchers. The findings, published today [24 July], form part of new global recommendations on treating the virus.

Around 150 million people globally are chronically infected with the hepatitis C virus (HCV)1 a major cause of liver disease that can lead to serious complications such as liver failure or cancer, which are associated with considerable costs to the health care system. In developed countries the majority of transmissions and cases are among people who inject drugs2 in the UK, this equates to around 90 per cent of hepatitis C infections.3

The study, published today in the journal Clinical Infectious Diseases by Dr Natasha Martin and colleagues at University of Bristol, the London School of Hygiene and Tropical Medicine and Health Protection Scotland, suggests that combining HCV antiviral treatment with opiate substitution therapy (OST) such as methadone and buprenorphine, and high-coverage needle and syringe programmes (HCNSP) is critical for achieving substantial reductions by up to 50 per cent over ten years.

Matthew Hickman, Professor in Public Health and Epidemiology at Bristol's School of Social and Community Medicine and co-author of the research, said: "High-coverage needle and syringe programmes (NSP) and opiate substitution therapy (OST) are the key primary interventions to treat hepatitis C among people who inject drugs; but HCV treatment is required if we want to achieve greater than 45 per cent reduction in HCV prevalence over a ten year period.

"Our model projections show that scaling up OST and high coverage NSP can reduce the number of HCV treatments required to achieve reductions in HCV and emphasises the importance of a combination of interventions. Further research is needed to examine the cost effectiveness and affordability of scaling up HCV treatment."

The research supports the first set of global recommendations, published by the International Network on Hepatitis Care in Substance Users (INHSU), ever released for treating hepatitis C in people who inject drugs which has shown that treatment can be very successful when barriers are addressed within a supportive environment.

Philip Bruggmann, President of the INHSU, who have published the recommendations on treating the disease in substance users, said: "Reducing the significant burden of liver disease related to hepatitis C internationally will require improved HCV care in the population most affected: those people who currently inject or formerly injected drugs. By providing appropriate care to this group, we can reduce the burden of hepatitis C-related liver disease in this vulnerable population and slow the spread of this global epidemic. These new recommendations serve as a first step in eliminating hepatitis C."

Pakistan bans condom commercial for being too racy

ISLAMABAD (AP) ? Pakistan's media regulatory agency has banned a condom commercial starring a sultry Pakistani model after it received hundreds of complaints the ad was too racy, a senior official said Thursday.

The 50-second television commercial shows a Pakistani couple wondering why their neighbor's new bride, the model and actress Mathira Mohammed playing herself, is working so hard to keep her husband happy. When asked about his secret, the neighbor smiles and holds up a pack of condoms made by Josh, which means excitement in Urdu.

"Bring Josh into your life," the neighbor says, just before explosions flash behind boxes of condoms on the screen.

Pakistan's media regulatory agency banned the commercial Tuesday after reviewing it and determining that it violated the group's code of conduct, said Mohammad Saleem, a senior regulatory official.

"We don't take any arbitrary decisions," Saleem said.

Though mentioning strawberry-flavored condoms, the ad otherwise isn't racy by Western standards. A conservatively dressed Mohammed greets her new husband's mother, feeds him by hand and knocks on the neighbor's door to get ice for a cold drink.

Josh is a subsidiary of DKT International, a nonprofit organization founded to promote family planning and HIV/AIDS prevention through social marketing, according to Josh's Facebook page.

DKT, which is funded by both the United States and Britain, has been working in Pakistan since 2012 in attempt to help women meet their needs for contraception, the group says on its website. A telephone number listed for the group rang unanswered Thursday.

Pakistan has the sixth largest population of any country in the world with roughly 180 million people. If the current rate of growth continues, the population will double by 2050, DKT says.

Pakistan's rapid population growth has strained the country's health and education systems, and its faltering economy has not been able to provide jobs for millions of people entering the work force.

One of the things holding back contraceptive use in Pakistan has been the conservative norms of the majority Muslim country. Some Pakistanis complain that the country is growing even more conservative as hard-line versions of Islam gain greater influence. The lack of contraception results in hundreds of thousands of unwanted or unplanned pregnancies every year, according to demographic experts.

A controversial TV host, Aamir Liaquat Hussain, raised eyebrows on Sunday when he surprised a couple during a broadcast by giving them an infant girl who had been abandoned outside a charity in the southern city of Karachi. The husband, Zulfiqar Hussain, said he and his wife had been trying to have kids unsuccessfully for at least 17 years.

"I am grateful to God for giving me this child," Hussain's wife, who was dressed in a full-length burka, said during the show. The wife, who was crying with joy, did not identify herself.

Zakir Samad, a spokesman for the charity where the child was abandoned, Chhipa, said the organization puts cradles outside its offices so people can drop off their unwanted children. He confirmed the charity worked with Hussain to hand the girl over to the shell-shocked couple.

Some critics questioned whether it was simply an attempt by Hussain to boost ratings and advertising revenue during the Islamic holy month of Ramadan.

Australia: Experiencing the Outback by motorcycle

SYDNEY (AP) ? Australia has thousands of kilometers (miles) of roads crisscrossing the country's vast Outback. But most travelers miss out on the beautiful sites dotted across the land by flying from one city to the next.

Four mates and I decided it was time for a closer exploration of the country we call home. And so, armed with our cameras, we hit the road for a seven-day, 3,000-kilometer (1,900-mile) journey across the Outback on our motorcycles.

When traveling in such a remote area, planning is essential. We booked our accommodations in advance so we had a definite plan that kept us on schedule.

We set out from Sydney and headed southwest across the state of New South Wales, bypassing the nation's capital, Canberra, and heading west to Griffith. Thousands of sheep graze in pastures surrounding the town, which has a strong Italian heritage, a passion for food and a vibrant, creative culture. Griffith is Australia's largest wine-producing region, featuring more than a dozen wineries and rich citrus and stone fruit orchards.

We'd stopped in Griffith because it was a convenient location, but we soon discovered its charms after a delicious dinner at the Bistro inside the Griffith RSL Club, a popular social club. The osso buco was one of the best I've tasted, and was worthy of any top restaurant's menu.

Trips like this sometimes entail extreme conditions, which for us meant cold, early morning departures on dark roads infested with kangaroos and emus. It's dangerous no matter what you're driving, as 'roos bound across the pavement without warning.

Thankfully, Outback driving etiquette was on our side. Lumbering buses ? better equipped to withstand a 'roo strike than a motorcycle ? let us follow them, with the drivers hitting their turn signals to warn us of any hopping threats approaching from the left or right.

We made it safely to the Hay Plains, a flat region with little blocking the view of the horizon, and photographed a spectacular sunrise before traveling to Wentworth. The southwest New South Wales town is best known as the junction of the Murray and Darling Rivers, the country's largest river system, and boasts the stunning Perry Sandhills, an expanse of wind-swept, red sand dunes.

After 1,000 kilometers (620 miles) on our bikes, Wentworth was a nice break from the saddle, offering plenty of sites to explore on foot and on the water, including a historic jail tour and a ride aboard an old-fashioned paddleboat.

Meals at the local pub, the Captain Sturt Hotel, provided a good opportunity to meet (and play pool with) the locals, and taste some hearty Outback cuisine. Vegetarians beware: the steaks here are the size of small dogs.

Our next stop was Broken Hill, a mining community in far west New South Wales. This is where you'll find the harsher side of the Outback, with dry, cracked earth, spiky spinifex grass and jagged outcrops of granite and sandstone. The highway stretches ahead as far as the eye can see, cutting through barren, yet beautiful, countryside. You can travel an hour without seeing another soul.

Broken Hill offers accommodation ranging from $20 hostels to swank $250 hotels. After the long ride, we opted for swank, and checked into our posh digs before heading to nearby Silverton ? famous as the shooting location for the post-apocalyptic film, "Mad Max 2."

At first glance, Silverton (population 36) doesn't look like much. There's a museum, an old Masonic lodge, a tourist information center and a collection of old cars used in the "Mad Max" sequel. But a visit to the pub revealed just how popular this place is: More than a thousand signatures adorned the town visitors' log, which is kept on top of the bar.

The 1981 Mel Gibson flick is the real draw here. The pub walls are plastered with movie memorabilia and newspaper articles documenting the film shoot, and a glass case boasts a now-empty box that once held the gun carried by the film's bad guy, Humongous.

With a takeout dinner of fish and chips in hand, we rode out to the desert to photograph another dazzling sunset before returning to Broken Hill for the night. The next day, we stopped at the Living Desert Reserve, which features Aboriginal rock carvings and a collection of giant, manmade sandstone sculptures jutting out of the red earth.

The next day we rode more than 750 kilometers (470 miles) to the city of Dubbo, where we switched the theme of our trip from rural Australia to African safari: We had booked a two-night stay at the Taronga Western Plains Zoo. The ride there was challenging, but typical of the Outback, along roads with few gas stations and more than a few kangaroos, sheep and goats. When we finally coasted into the zoo, we were welcomed with traditions from a different continent: an epic African feast. We ate in an open-air dining area in the style of a Zulu hut with a fire roaring just outside.

We slept in four-star tents with heated tiled floors, separate bathrooms, and windows providing a view of giraffes, zebras and wallabies grazing in a field. Apart from our chatter, the silence was only broken by the occasional animal cry. The staff organized behind-the-scenes tours and animal viewings with special hand-feedings of giraffes and tigers.

It was an interesting end to an amazing trip, and provided a well-earned rest before the long journey back to Sydney. Australia's Outback is so massive that we could only scratch the surface in seven days, but we're already planning to hit the road again for another adventure.

Want to know which North American carriers might offer the LG G2 after August 7th? The FCC is offering a big hint: it just approved a region-appropriate version of the Android flagship. Going under its D801 codename, the G2 variant cleared by the agency supports all the LTE and HSPA frequencies used by AT&T, T-Mobile and large Canadian networks. As such, it's likely that the smartphone will get a multi-carrier launch next month. The real question is whether or not any CDMA providers (which aren't included in the filing) will come along for the ride.
